本文利用安徽省水稻主产区的740户农户调查样本,运用博弈模型逻辑和二元Logistic回归方法从理论与实证上分析了农田灌溉设施建设的农户参与意愿及其影响因素。研究发现:样本农户中不愿意参与农田灌溉实施建设的有274户,占37.0%,说明仍有相当一部分农户缺乏对农田灌溉设施建设的积极性;户主年龄、非农收入比重、农田灌溉设施状况和村组成员户数对农户参与农田灌溉设施建设意愿有显著的负向影响,而户主文化程度、家庭农业劳动力数、种植规模和加入合作社对农户参与农田灌溉设施建设意愿则有显著的正向影响。本文的分析结论具有重要的政策启示,包括加强农村基础教育与职业培训、鼓励农村耕地流转以促进规模化种植、扶持合作社发展以提高农业组织化程度、适度提高粮食收购价格以提高农业收入比重等。
In recent years,decentralized development has gained wide acceptance amongst policy circles. In the water resources sector in particular,irrigation management transfer policies have been promoted with the support of multinational development agencies such as the World Bank and Asian Development Bank. Donor-supported farmer-managed irrigation projects in particular have emphasized the importance of collective action amongst farmers. Here,we sampled 740 farmers in a major rice-producing area of Anhui to analyze farmer willingness to participate in the construction of farmland irrigation facilities. We found that willingness to participate in the construction of farmland irrigation was only at 63% . The age of the head of the household, proportion of non-farm income,farmland irrigation facility condition and village scale have an inhibitory effect on the willingness of farmers to participate in the construction of farmland irrigation facilities. Education level of the head of the household,number of family agricultural laborers,scale of planting,and participation in cooperatives had a positive effect on farmer participation in agricultural irrigation facilities. To improve the degree of organization of agricultural operations,our findings suggest we must strengthen rural education standards and vocational training;encourage rural farmland circulation to promote large-scale cultivation;and support the development of agricultural cooperatives.
