The development and mining of the surface coal mine in China is in a rapid development stage and to set up a world first class surface mine became the development target of the enterprises. The evaluation index system of the world first class surface mine and the selection index of the benchmarking mine were established. The paper provided the evaluation method and idea and set up the standard to build the world first class surface mine, which could provide the references significances to set up the wor/d first class surface mine in China.
