利用2005年1%的全国人口普查数据和2000—2011年中国各地级市数据,分析最低工资标准对中国城镇职工工资水平的影响。最低工资标准能显著提高城镇职工工资水平,最低工资制度对于签订合同的劳动者和低学历劳动者的影响更大,对于低技能人群确实有一定的保障作用。在最低工资制度的实施过程中,月工资标准的执行情况普遍好于小时工资标准,并且东部地区的执行情况好于中部和西部地区。最低工资制度执行得越好,当地的职工工资水平越高。劳动力市场的各项管制措施,通常是相互作用和影响的,要使最低工资制度发挥良好的作用,不仅依赖于执行和落实,还依赖于配套政策的实施。
Using 1% national census data of 2005 and city data from 2000-2011, the paper analyzes the effect of minimum wage standard on urban worker's wage. The results show that the minimum wage can increase the wage level of urban workers significantly. Besides, the effect is greater for low educated workers, means that the implementation of this policy does have some protection for the low educated workers. The paper has controlled the possible effect of the implementation of the minimum wage system. The result also shows that the better implementation and the greater effect of minimum wage on urban worker?s wage. The function of minimum wage system depends on not only its own implementation, but also other policies.
