According to the situation of management of scientific research projects in universities,problems of quality of scientific researches and achievements were analyzed.Refering to experience in project management of American Environmental Protection Agency and combining with the situation of management of research projects in universities,a new model of real-time supervision and management of the entire process was developed,that is,start working from project groups,scientific research management departments in universities,project authorities to ensure the quality of scientific research projects in universities.
