文章应用在DEA模型基础上发展起来的基于动态效率的投入型Malmquist指数.对我国1997—2007年30个省市区发电部门运行状况进行低碳经济评价。研究过程中将二氧化碳排放作为投入指标纳入评价指标体系,突破了传统效率评价重经济效益轻可持续发展能力的局限。结果表明:发电部门总体低碳经济评价值稳步上升;区域间发电部门效率差异较为显著;纯技术效率和表征研究期间决策单元投入产出相对生产前沿面移动情况的技术进步及其分解指标均呈现东、中、西部依次递减的趋势,而规模效率中、西部差距不明显。文章最后分析形成这种现象的内在机理,提出促进发电部门未来发展的政策建议。
This paper employs the input Malmquist index, which is based on DEA model and the dynamic efficiency, to study low carbon economy efficiency from 1996 to 2007 for thirty provinces'power generation. In the process of evaluation, the study considers carbon dioxide emission as cost for sustainable development, which overcomes the traditional efficiency evaluation method's shortcoming in which only economy indexes are included. The result indicates that the low carbon economy Malmquist index was increasing over the period; and the efficiency differed a lot between regions and became lower from east to west, there was no obvious difference for SE between the middle and the west. while SE became higher from east to west. Finally, deep reasons for these phenomena are analyzed and policy proposals are put forward for future power generation.
