Shuli SUN received the B.S. degree in Department of Mathematics and M.E. degree in Department of Automation from Heilongjiang University, China, in 1996 and 1999, respectively. He received the Ph.D. degree in School of Astronautics from Harbin Institute of Technology, China, in 2004. He is a research fellow in Nanyang Technological University, Singa-pore, from 2006 to 2007. Since 2006, he has been a professor in the School of Electronic Engineering of Heilongjiang University, China. Lihua X1E received the B.E. and M.E. degrees in Electrical Engineering from Nanjing University of Science and Technology in 1983 and 1986, respectively, and the Ph.D. degree in Electrical Engineering from tile University of Newcastle, Australia, in 1992. Since 1992, he has been with the School of Electrical and Electronic Engineering, Nanyang Technological University, Singapore, where he is a professor. He held teaching aooointments in the Deoartment of Automatic Control, Nanjing University of Science and Technology from 1986 to 1989. He has also held visiting appointments with the University of Newcastle, the University of Melbourne, Hong Kong Polytechnic University, and South China University of Technology.
