Studying the education from the aspect of the culture science ,The concept of culture education is the core of the educational essence. The key is the ＂internalization＂. The physical education in university must manifest the characteristic in a high level because of the modern university＇s cultural essence. ＂The culture＂ is the center of the contents of the physical education and it is truly and completely belong to the quality education in university . ＂The Return of the Idea of the Cultural Basis＂ of physical education is a necessary choice if we transform the Physical Education in university and it should be the central meaning.
