This paper analyzes the status quo of household waste fee and provides the PAYT from the perspective of economic stimulus.It analyzes the principle,economic theory,charge and accounting types,principles of implementation,influencing factors and ensuring conditions of implementation in order to offer the theory and practical guidance on household waste fee.
