区域统筹发展是构建和谐社会的需要,是实现区域一体化发展的重要战略。2004年以后我国全面进入区域统筹发展阶段。经过几年来的实践,区域统筹政策效果如何,需要检验。借助基尼系数的产业结构分解法和泰尔系数的嵌套结构分解法,从产业结构和空间结构层面对2000—2009年我国区域经济差异进行分解。通过两种结构分解的实证检验证明,我国区域统筹政策是有效的。2004年以前,区域间基尼系数和泰尔系数是波动的,之后两者一直是减小的。从产业结构层面分析,第二产业是导致区域经济差异及其变动的最主要因素,第三产业次之,且三产的贡献率呈逐年上升趋势。从空间结构层面分析,地带间经济差异是首要因素,但其呈缩小趋势,而地带内差异呈上升趋势。最后提出了区域统筹政策要坚定不移地实施和深入推进的两点建议。

英文摘要：

Regional coordinated development is key to build a harmonious society,is also an important strategy of regional integration development.Since 2004,China entered the regional coordinating development stage.After some years practice,the policy effect of regional coordinating development needs to be tested.With the help of the industrial structure decomposition method of Gini coefficient and the nested decomposition method of Theil coefficients,this article decomposes regional economic differences from 2000 to 2007,from the perspective of the industrial structure and spatial structure.Through empirical test of two decomposition structures,regional coordinating policy is effective.Before 2004,the Gini coefficient and Theil coefficient is fluctuating,then the two coefficients always been reduced.From the perspective of industrial structure,the second industry is the major factor of regional economic differences and changes,the tertiary industry followes and its contribution rate showed an increasing trend.From the perspective of spatial structure,economic differences between areas are the first factors,but the trend is reducing,while economic differences between zone are rising.Finally,the proposals of regional coordinated policy need to be persistently implemented and further promoting regional coordinated policy have been proposed.
