Mobile library Apps is an important model to provide mobile service by library. A questionnaire survey was carried out in many colleges and universities at Hubei Province to analyze the perception of service and functional demand of the mobile library Apps＇ user, which provides basis and consultation for further functional development of mobile library Apps. Combined questionnaire survey results, the mobile library Apps was designed and developed and the functional architecture and framework of it were proposed. Moreover, the function module design and UI design were achieved and the specific solution for the construction of mobile library Apps was put forward.
