本文正面提出了我国的民间组织制定民间标准的合法性问题，并进行了一定的探讨；对标准化界和我国学术界所作的讨论和基本观点作了简单回顾，对改革开放之后国内的协会和联盟标准化发展进行了梳理。作者认为，我国开始了从完全政府组织制定标准向政府和民间标准化共存的转型。这对我国市场经济转型的突破，提高产业竞争力具有非常重要的意义。
英文摘要：
This article positively raises a legality of standards developed by private organizations,and also discusses it. It looks back the discussions and basic opinions of standardization academia, carding the development history of associations and alliances standardardization after reforming and opening. The author thinks that it is transforming from only-government standards development to both government and private sectors,which is a breakthrough in market economy transformation, and has a great influence for promoting the industrial innovation competitiveness.
