In the course of agricultural industrialization, the leading enterprises, as the micro economic foundation for building new country, are developing rapidly and farmers＇ incomes are increasing correspondingly. Investment gives birth to the re-allocation of property right. Firstly, the paper analyses the impacts of institutional innovation on incentive mechanism between farmers and enterprises. Then it discusses the influences of various indeterminate factors on institutional innovation and proposes some policies and measures.
