实行分层管理,进行学院制改革是地方高校内部管理体制改革的必然趋势。目前,我国地方高校学院制改革中存在学院设置的随意化、学院管理的虚拟化和运行机制的失控化等问题。地方高校必须坚持转变观念,统一思想为前提;提高办学效益为根本目标;建立以评估为手段的学院目标管理体制为方向;坚持建立权力制衡机制为关键;坚持确保学院的实体地位为核心;建立健全教授委员会制为突破口,才能逐步有效推进学院制改革深入发展。
Practice of layered administration and reform of the college system is an inevitable trend for the reform of internal management system of provincial universities of China. Now there are such issues as willful establishment and invented management of college in college system of Chinese provincial universities. In order to promote further development of college system reform, provincial university should insist on change of the views and unity of thoughts, aim at improvement of benefit of running university, establish goal management system of college by means of evaluation, insist on the establishment of balance of rights, and establish committee system of professors.
