本文将污染物排放、生物质能等环境因素纳入全要素能源利用效率测度模型,采用DEA-Bootstrap方法对中国30个省级行政单位的能源利用效率进行测算,并使用面板数据模型开展收敛性研究。发现Bootstrap技术确实有效纠正了传统DEA模型对能源利用效率测度值的偏差,有利于更为全面、精确地分析其收敛特征和形成机制;中国各地区能源利用效率存在绝对收敛和相对收敛特征,地区间差异在逐渐缩小;但不同区域的能源利用效率收敛至不同的稳态,收敛速度也不尽相同。本文进而提出了相关政策建议。
This paper includes environmental factors,such as pollutant emission and biomass energy,into total-factor measuring model of energy efficiency and use DEA-Bootstrap to measure energy efficiency of 30 Chinese provinces,. Then we study the characteristics of energy efficiency by convergence analysis. It is found that Bootstrap techniques can effectively correct the deviation in energy efficiency measures which were derived by traditional DEA model,which will benefit more comprehensive and precise analysis on convergence characteristics and forming mechanism. Energy efficiency of all provinces are converging absolutely and relatively,which means energy efficiency gaps between provinces are gradually narrowing. Energy efficiency of different regions will converge to their respective steady states with different converging rates. Furthermore,the paper presents some related policy suggestions.
