Scientific and technological innovation has become major development strategy of many countries in the present world. Our government also promulgated the National Outline for Long-and Mid-term Scientific and Technological Development Planning, suggesting to take the enhancement of independent innovative ability as the national strategy and to strengthen the initial innovation, integrated innovation and re-innovation after import, digestion and absorption by raising the national innovative ability. Based upon the scientific and technological resource total amount, intellectual creative ability, enterprises＇ scientific and technological input and scientific and technological resource distribution, the paper analyses the status quo of the regional innovative ability in Zhejiang province.
