The phenomenon of ＂non-competitive type weak culture＂ is an alarmed social question in the period of present social transform.The essence question of the non-competitive type weak culture is the social right ＂poverty question＂ of the social weak groups.The right ＂poverty＂ decides the unbalance of the social profit distribution;aggravates social differentiation and the unbalance of the social structure;thereby causes the social opposition and conflict among the different groups and obstructs economic development.Therefore,it is necessary to timely carry out social reform,make the social weak groups obtain still more social rights,such as surviving,development,health care,education,culture;share the reform and open results,so as to realize inclusive development with rights homogeneous and equal opportunity for all.
