The essence of underpriviliged mentality is the problem of poverty in social rights.It is poverty in social rights that determines the imbalance of the distribution of social interests,aggravates social dividedness and the imbalance of social structure,brings about opposition and conflict between social groups,and thus gives impact to economic development and social stability.For that reason,it is necessary to deepen reform,giving rights to society,making underpivileged groups have more social rights to subsistence,develepment,health service,education and culture,to share the results of reform and opening up,so as to achieve inclusive development with everyone having equal rights and equal opportunities.
