在新的经济形势下,和县在蔬菜种植方面保持着较高的比较优势和区域集中度,但同时较低的产业进入退出壁垒和产品差异程度等市场结构方面的缺陷导致了规模经济无法在其中有效发挥作用。农户在市场上的议价能力较低且与蔬菜企业的利益联结较为松散,当农资价格上升时,农户进行蔬菜种植的市场绩效将会呈现出下降的趋势。因此,主要有三种措施来加强农民和市场间的紧密程度:第一,培养和扶持蔬菜生产合作社、生产基地等协作形式的发展;第二,建立健全实用高效的产品质量监控体系;第三,建立健全人才培育、技术推广服务和创新的长效实用机制。
In the new economical environment, vegetable planting industry in Hexian County, Anhui Province can preserve its advantages of competitiveness and regional concentration. However, the defects in market structure of the county, such as the barrier of relatively loose market access requirements, differences among products, etc, lead to an unfavorable result that economies of scale are not able to give their roles to full play. Peasants are in a posterior bargaining status in market and have a loose connection with vegetable companies. As prices of agricultural production materials increase, market performance of vegetable planting peasants tends to show a downward trend. For this issue, three measures can be taken to strengthen the relationship between peasants and market, including developing and supporting vegetable planting cooperatives, production bases and so on, establishing and improving an effective and practical products quality control system and mechanism of talents cultivation, technology popularization and innovation.
