保护环境、加快经济增长，实现可持续发展已成为世界关注的焦点。本文首先根据环境和经济增长的关系分析，不能得出既能有效的降低环境污染，又可以推动经济增长，进而实现可持续发展的方法。通过大量文献的研究，介绍了与ICT和环境相关的碳足迹和反弹效应，分析了ICT对环境的直接和间接影响，得出ICT可以改善环境。接下来又分析了ICT和经济增长的关系，得出ICT的引入可以导致经济增长。最后，把ICT、环境和经济增长看作一个相互促进的系统，通过系统中各要素的相互促进，不断优化系统，实现可持续发展。
英文摘要：
The people pay attention to protect the environment and speed up the economic growth. The sustainable development is focused on researching in the world. The paper gives us the relation on environment and economic growth, but the conclusion doesn＇t get the way to reduce the environmental pollution and promote the economic growth. Based on literature＇s research, we introduce the relation between ICT and the environment. We analyze the ICT＇ s influence to the environment direct and indirect based on carbon footprint theory and rebound effect, so we can get the conclusion that ICT enhances the environmental. Then we analyze the relation between ICY and the economic growth, getting the conclusion ICT can cause economic growth. Finally, ICT, the environment and the economic growth are regarded as the system which is constituted by essential factor that promotes mutually. The system can evolve unceasingly to realize the sustainable development.
