Water disaster controlling standard （WDCS） is a result of natural and social and historical condition. It is changed as the social economy. At the same time, it will be transient and staged stability under certain social economy. The effect of WDCS depends on the human activity. WDCS can be observed or forecasted. With the statistic or the forecast of the effecting factors of WDCS, the development trend of WDCS will be controlled effectively. Recognize and follow its development law is helpful for choice right WDCS and controlling the water disaster.
