This paper sums up the historical experiences and measures upon urban flood control of Luoyang City in Han to North Wei Dynasties as following： city site selection; construction of three tings of city-walls; construction of Qianjin Jie and Qianjin Weir water conservancy project; founding a urban canal system of multifunction. The urban canal system of the city is of the master-piece one in China＇ s urban Construction History.
