构建竞技体育公共服务体系是坚持和完善我国竞技体育＂举国体制＂的路径选择。运用文献法、数理统计法对我国竞技体育公共服务体系构建的若干问题进行了分析。研究认为：竞技体育公共服务体系是为实现竞技体育的公益性,利用公共资源和权威,围绕提高运动员运动技术水平和创造优异运动成绩所构建的支持和服务系统;由服务主体、服务客体、服务内容、服务方式、服务保障5个方面构成;具有客观公益性、非均等化与均等化并存、高科技性和系统性等特征。竞技体育公共服务主体单一、内容失衡、条件保障不力、运行机制不畅、效率不高是当前我国竞技体育公共服务体系存在的突出问题。针对这些问题,要从服务主体、内容体系、保障能力和运行机制几个方面进行相应的完善。

英文摘要：

Constructing competitive sports public service system is a path selection to uphold and improve ＂whole- nation system＂ of China competitive sports. This paper analyzed some questions about China competitive sports public service system construction by the methods of literature review and statistics. The results showed that com- petitive sports public service system is to use public resource and authority to realize its public welfare. And the system must focus on improving athletes＇ technique level and creating their excellent achievement. The system in- cludes five traits which are service subject, service object, service content, service pattern, and service guarantee, with the characteristics of public welfare objective, equalization and non equalization coexistence, high technology and systematization. Single service subject, unbalanced service contents, poor security conditions, impeded operating mechanism and inefficiency are the particular concerns existed in China competitive sports public service system. To solve these problems, we should improve the service subject, content system, guarantee ability and operation mechanism.
