在《2006-2020国家中长期科学和技术发展规划纲要》中,我国提出要建设“创新型国家”并制定了包括1项投入和5项产出在内的实施目标。“创新型国家”建设过程中的科技评价应包括两个方面的内容:一是对科技过程效率与效果的考察;二是对科技投入社会经济影响的关注。为此,在归纳和总结传统科技评价方法的基础上,建立了基于内生增长理论的模型框架和指标体系。
To meet the challenges and demands of knowledge economy and achieve sustainable development, China put forward a plan to construct Innovative Country in The Action Plan for Scientific Literacy published by the State Council On March 20,2006 ,the goal of which comprises 1 Sci-tech input and 5 outputs. To evaluate the output performance of sci- tech input of the plan, this article introduced the endogenous growth theory and establish the relevant framework and index by dividing the performance evaluation into two stratums.
