Coal was the basic energy of China quite a long time in the future.The author constructed the central-urban dual structure of the coal areas′ sustainable development matching strategy set,and according to the coal mining cities′ extent of coal resources,divided the coal cities into four stages：juvenile coal cities,growth coal cities,maturity coal cities and decline coal cities.Then different strategic choice was put up for different stages of the coal city based on three-dimensional comprehensive judgments.At last,it was clear to understand the strategic objectives of different development strategies and development of supportive policy measures.
