府际信息共享最大的困难不在于技术,而在于管理.现有的以机械工程方法为指导的,以技术为中心的府际信息共享管理模式,严重低估了信息共享过程中人的主体地位,以及共享主体与环境的互动与共同进化关系.信息生态学借鉴生态学的理论和方法,从研究信息主体与信息环境的相互关系入手,为信息管理提供了一个整体的方法论.本文在信息生态学理论的基础上提出了一个电子政府府际信息共享的信息生态学研究范式,并在此基础上提出了一个电子政府府际信息共享的分析框架,目的在于弥补机械工程方法的不足.
英文摘要：
The challenges intergovernmental information sharing faces first lie in the management, instead of the technology. Existing management mode of information sharing, characterized by machine engineering approach oriented and technology as its center, underestimates the active role of people in the process of information sharing as well as the coevolution of actors together with environments. Information ecology, which borrows the theory and the method of ecology, has provided a new holistic methodology for information management by focusing on the research on the interrelation between information actors and information environments. For the propose of remedying the faulty of machine, engineering approach, this paper proposes an information ecology research paradigm , further an analytical framework to intergovernmental information sharing of E - Government based on the theory of information ecology.
