Government strategic management is an important tool for the management of modern governments. A better understanding of the challenges faced,）by modern governments can be achieved through the review of this theory and its practice. Criticism and introspection made by scholars mainly focus on the setup of strategic objectives and realization of organizational management; hence, by introducing PV-GPG, a management theory based on public value, these problems can be more effectively dealt with： 1） PV-GPG treats government strategic management as a buffer between the executive system and the political system, so that the function of the government is clarified; 2） When PV-GPG is used to analyze the change of the value pursuit of government strategic management, the strategic planning of the government can be better comprehended. Finally, by means of the strategic triangle model, government strategic management is analyzed in terms of the transition from external concerns to internal operations, and the integration of phasing government strategic management into the organization and administration of PV-GPG makes it operational for PVGPG to be implemented.
