作为公民集体偏好的政治协调表达,公共价值自1995年由Moore提出以来逐渐成为公共行政研究和实践关注的重要问题.在以公共价值为基础的政府绩效治理理论体系下,公共价值对于政府绩效的合法性具有本质规定性,只有当政府提供的公共服务、政策和项目符合公民需要时,政府的产出才等同于绩效,即创造了公共价值.在理论分析基础上,围绕地方政府公共价值创造的挑战与路径等关键问题,对G省5个县级政府的27位政府官员进行了访谈,并运用Nvivo 10.0软件对访谈材料进行了分析.研究结果显示公共价值创造的挑战主要来自于管理能力和效率提升等四个方面,公共价值创造的路径则体现在改善管理效率等九个方面.最后,就质性分析结果对绩效治理的启示进行了探讨,并提出了未来的研究问题.
As an expression of citizens' collective preference for political coordination, public value, first introduced by Moore as a concept, has been the focus of research on public administration and practice since 1995. Based on public-value-based government performance management theory, public value for the legitimacy of government performance is intrinsically prescriptive. Only when the services, policies and programs of the government meet the public needs, the output of the government is equivalent to the performance of the government -- that is, the public value is created. Guided by this theory, we interviewed 27 county officials of the G province regarding the challenge and measures faced and taken by the local government in the creation of public value. The data collected from the interview was analyzed by Nvivol0.0 software. The result shows that the challenge is mainly caused by the lack of management capability in creating public value and improving productivity; and the measures are mainly reflected in how to improve management efficiency in nine areas. Finally, further discussion is made on the implications of the qualitative analysis for performance management.
