For a long time one fundamental issue has not been addressed in the study of government performance no matter what theories have been used -- namely, the difference among performance management practices in different countries in the history of government performance evMuation and management. With reference to the public-valuebased government performance management theory and the world system analysis framework, this article has examined the impact of the promotion, transmission and conflicts of the public value upon government performance and the performance management model, thus providing a new theoretical framework for the interpretation of different models used by different countries in government performance evaluation and management.
