State-level hi-tech development zones in China have a low-level RD input and haven＇t given full play to their roles in constructing innovative country and improving independent innovation capability of China.It has an empirical study on factors influencing RD investment of hi-tech development zones and finds that level of market competition,level of enterprise profits and scale of enterprises have positive impact on RD input of development zones,whereas scale of exports and debt-to-assets ratio have negative impact on RD input of development zones.Finally,policy suggestions on how to improve RD input of high-tech development zones are put forward.
