在构建"长江中游城市群绿色化指数"和"长江中游城市群省际绿色化指数"的基础上,采用"定基极差法"和"纵向堆叠数据法"对2016年长江中游城市群的绿色化发展指数进行测度,对长江中游4个省会城市和4个省份的绿色化指数、经济增长绿化度、资源环境承载潜力和政府政策支持度进行时空比较分析,结果表明,长江中游城市群的绿色化发展水平在不断提升,绿色发展前景很好;长江中游城市群绿色化水平体现出明显的城市差异,长沙发展水平最高,合肥和武汉居中,南昌发展水平较弱;长江中游城市群绿色化水平的提升主要依靠经济增长绿化度和政府政策支持度的拉动,资源环境承载潜力有恶化趋势。为此,提出积极推动产业转型升级、形成区域均衡的绿色化发展模式、采取市场化手段推动绿色发展、完善官员晋升的绿色考评体系等对策与建议。
Based on the construction of "Index of Green Development among Urban Agglomeration in the Middle Reaches of Yangtze River" and "Index of Provincial Green Development among Urban Agglomeration in the Middle Reaches of Yangtze River", this paper applies the medium range method and vertical stack data to measure green development index of urban agglomeration in the middle reaches of the Yangtze River city group in 2016 both at city and provincial levels, and results are presented as follows. Firstly, there is a tendency of increase for the level of green development among urban agglomeration in the Middle Reaches of Yangtze River, which indicates a promising future. Secondly,green development displays a disparity among cities in the Middle Reaches of Yangtze River, with Changsha being the best, Hefei and Wuhan being at the average and Nanchang being below average. Thirdly, the promotion of green development depends strongly on the local economic growth and the governmental policy support, and there is a strong tendency for the worsening of capacity of resources and environment. Therefore, effective measures should be taken to actively promote industrial restructuring and upgrading, to achieve regional balance of green development, to adopt market-oriented means to promote green development, and to perfect the promotion of officials according to their performances and efforts in green development.
