China＇ s economic transformation and urban development are both entenng a new stage in the center of quality and benefit. To put effect into flail play in comprehemive effect of modem service industry, and to speed up the nvalsformation and innovation development in Chinese cities, as well as to comtruct new pattern of nrban rural coordinated development with production, living and ecological environment become the strategic choices during the period of 13th Five Year Plan. Therefore, we must fulfill the development concept of ＂mnovafve, coordimted, green, open, and shared by all＂ , meanwhile fully use the regional sparal reshaping effects and national innovation driven strategy from new urbanization and ＂one belt and one road＂ strategy, so as to realize the structure optimization and the healthy development of modem service industry, and at the same time promote the transformation of urban development and regional modernization, as well as comprehemively improve energy level and international compefirivene~s of Chinese cities.
