2012年我国高技术产品贸易逆势增长，贸易顺差继续扩大，进12多元化与主要进口市场国家地位上升并存，出口市场中新兴经济体地位上升，贸易方式和贸易主体多元化趋势进一步增强，海关特殊监管区域贸易大幅上升，中西部地区部分省市追赶趋势开始加强。本文认为我国应该抓住高技术产业全球价值链条作用日益突出的机遇，协调高新技术开发区与海关特殊监管区域政策，活跃国内技术市场交易和科技成果转化，促进高技术产业升级和跨区域转移，鼓励高技术企业建立技术联盟，实现“共享式”贸易多方互利。

英文摘要：

In 2012, China＇s high-tech products trade gained contrarian growth and the trade surplus continued to expand. Import diver- sification and increasement in major import markets statehood coexisted. Export markets in emerging economies elevated status. Trade terms and trade body diversification trend further enhanced. Trade amount of customs supervision regions increased substantially. Some provinces and cities in central and western regions catching up with the pace began to accelerate. This paper argues that China should seize the opportunities of high-tech industry increasingly prominent in global value chain and coordinate high-teeh Development zone and the special supervision area of customs policies. China should active domestic technology market transactions and technological achieve- ments to promote high-tech industries to upgrade and cross-regional transfers and encourage high-tech enterprises to establish alliances to achieve ＂shared＂ multi-beneficial trade.
