The method of＂time study＂for workload measurement is used to describe the working activity time distribution of primary care staff,and to reveal the current situation of health professionals＇ task assignments in basic health service organizations.The major findings include that the working hours of primary care staff are excessively long.What is more important,doctors and nurses need to take a relatively large proportion of working time to be engaged in preventive health care and other public health work.However,their knowledge and skills in this field are naturally deficient.Therefore,for existing health personnel,cross-training and skill mix and personnel mix are good strategies to enhance their comprehensive skills under current circumstances.
