目的:通过分析当前基层和公共卫生人员工作偏好,为建立合理的基层卫生激励机制提供依据。方法:基于离散选择实验的方法,利用条件Logistic回归进行分析。结果:所有纳入分析的工作属性都具有统计学意义,基层和公共卫生人员在做出工作选择时,不仅考虑收入,还会考虑其他非经济因素,如工作条件、职业发展机会等。收入提高是当前基层和公共卫生人员最重要的偏好。结论:为了留住和吸引卫生人员在基层工作,政策制定者需要切实改善基层和公共卫生人员的工资待遇,同时采取其它非经济激励措施,提高他们的工作积极性。
Objectives:This article is to analyze the job preferences of primary care providers (PCPs) in China,and to provide evidence for formulating incentive measures conforming to the health care providers in grass-root settings.Methods:Conditional Logistic Regression was used to analyze data based on Discrete Choice Experiments.Results:All attributes,not only income but also non-pecuniary factors,had a statistically significant influence on job preferences of PCPs.However,PCPs did enjoy an increase in income the most.Conclusions:In order to retain and attract PCPs,policy makers should improve their compensation and benefits,and also other non-pecuniary factors.
