Lack of responsibility is the long- standing problem of public projects in our country,this article applies the framework of SCPCS built from SCP（structure-conduct-performance） paradigm of industrial organization theory to improving the accountability system of public project.Such framework includes identifying benefit counterparts,building performance evaluation system based on their position and benefit appeals,getting performance evaluation results by benchmarking method,distinguishing risk behaviors to cause poor performance,calling agents of project to account by the risk burden sharing scheme and inspiring- restraint terms of contracts from market level,and calling the government grantor and supervisor to account from system level.
