Guiding and encouraging institutions of higher learning to become the main forces of public welfare agricultural science promotion is the focus of our agricultural and rural policies in 2013. It is based on current government promotion model of agricultural science and operating frame system,constructs a more complete system with institutions of higher education as a new research subject, then designs a new type of agricultural promotion model in institutions of higher education and discusses its frame system. In order to mobilize the main social subjects to support agricultural science and technology, and to stimulate the enthusiasm of agricultural science promotion, getting along with the ＂last one kilometer＂ road, the core contents of which are agricultural promotion and application. Final- ly to realize agricultural development and comprehensive rural economic and social progress.
