The new energy industry is the strategic emerging industry in China. As the beginning stage, the industry has to face the problem of excess capacity. One of the reasons is the international market shrinking. The other two reasons are as follows. Firstly, it is not harmonious between the industry development and the market cultivation. Another, it is not harmonious between the productive forces development and system construction. To eliminate ＂excess＂ capacity, the government needs a new strategy. The policy should focus on cultivating and expanding domestic new energy markets rather than the past effort to support development of the industry. So it would make the new energy industry production and consumption keep balance. The new policy should make the consumers as the subsidy object, foster domestic market, create industry development model, open up new export market, develop new energy fields of application, and promote the new energy industry and traditional industry integration development. And also it should create a new external environment that will benefit the development of new energy industry, speed up the reform of the electricity management system, and optimize market environment.
