以深汕特别合作区为例,借鉴依赖空间和交互空间分析思路,对基于共同利益而非对抗性的尺度政治过程进行分析。其中,深圳市对连续依赖空间的建构、汕尾市对依赖空间交互功能的挖掘、广东省在交互空间中的管制试验等分别定义了它们各自的依赖空间和交互空间,这些空间在多个尺度上相互重叠,并集中体现在深汕特别合作区这一新的尺度和制度空间中。在这种情况下,各行动者依赖和交互空间的性质、行动者问的相对权力关系以及各自掌握的不同资源等因素共同塑造了合作区的组织架构、管理权限和利益分配等制度形态。
Based on the case study of Shenzhen-Shanwei Special Cooperation Zone and the analytical frame- work of spaces of dependence and spaces of engagement developed by Cox, this paper aims to analyze the politics of scale that unfolds under common interests instead of conflicting interests of various actors in- volved in the process. In the case of Shenzhen-Shanwei Special Cooperation Zone, each major actor has its own spaces of dependence and spaces of engagement that exist at different scales. By constructing a continu- ous space of institutions on the separated physical spaces, the Shenzhen-Shanwei Special Cooperation Zone becomes a new and continuous space of dependence of Shenzhen, which is embodied in the preferential poli- cies given by government of Shenzhen and enjoyed by businesses in Shenzhen-Shanwei Special Cooperation Zone. For the government of Shanwei City, part of space of dependence, i.e. the territory of Shenzhen-Shan- wei Special Cooperation Zone, is converted into a space of engagement in order to promote economic devel- opment of the city by fostering new growth pole. And for government of Guangdong Province, Shenzhen- Shanwei Special Cooperation Zone serves as a space of engagement whose objective is to fix the problem of uneven development within the territory of Guangdong Province, i.e. the space of dependence of the govern- ment, by the exploration of effective and replicable institutional patterns. Since one actor usually has multi- ple spaces of dependence and spaces of engagement, and several actors may share a common space of dependence or engagement, these spaces of various actors could consequently overlap at different scales, especially at the scale and space of Shenzhen-Shanwei Special Cooperation Zone.
