各个国家在全球减排行动中所应承担的责任是气候变化谈判的重点之一。对排放责任界定的困难性正是目前谈判僵持不下的重要原因。为了能对主要国家在其主要分配机制下可能得到的排放配额和排放空间进行全面的比较和讨论,本研究结合现有分配机制,开发了碳排放配额分配决策支持系统(Emission Allowance Generator for Emission Reduction,EAGER),并编制了相应的软件。通过对系统的初步应用可以看出,这样一个平台有利于使用者科学并直观、定量的比较各方案对不同国家的影响,并可以有效的收集和直观的展示不同使用者的方案偏好。关键词:碳排放配额;决策支持系统
How to share mitigation burdens among different countries is one of the highlights in climate change negotiations. Difficulties in identifying the liabilities for carbon dioxide emissions are one of the most important causes of the current negotiation deadlocks. To analyze and discuss the emission allowances and emission spaces for different countries under different mitigation regimes, based on existing mitigation regiiii-es, this study developed the Emission Allowance Generator for Emission Reduction (EAGER) system and estab- lished the corresponding software. Preliminary applications of EAGER shows that, such a platform enables the users to perform scientific, visual and quantitative comparisons of the impacts of different regimes on different countries, and is able to effectively collect and visually display preferences on different regimes by different users.
