地区、城市和所辖县（市）工业化水平的测量，是地方政府编制相关规划和制定经济政策的前提。在对工业化及工业化水平相关概念明晰的基础上，对工业化水平的测量指标和测量方法进行了探讨，并以杭州为例，从五个维度对其市区及所辖五县（市）的工业化水平进行了实际测量，而后又利用阶段阈值法对杭州、市区及所辖五县（市）整体的工业化阶段进行了测定，结果表明，杭州整体处于工业化后期阶段且非常接近后工业化阶段。

英文摘要：

Measurement of the region, city and county＇s industrialization level is the premise for the local government formulating the related planning and economic policy. On the basis of clear understanding the concepts of industrialization and the industrialization level, this paper discusses the measurement indexes and methods within the industrialization level. On this basis, taking Hangzhou as an example, we have carried out actual measurement from five dimensions of the downtown and counties within the jurisdiction. Stage threshold method was used to assess the whole stage of industrialization of Hangzhou, the downtown and counties under Hangzhou＇s jurisdiction. Results show Hangzhou is at the later stage of industrialization in general and is quite close to post industrialization stage
