2009年1月1日我国开始全面实施义务教育绩效工资制度。本研究利用2007-2010年全国县级面板数据进行实证研究发现,绩效工资制度实施后,全国义务教育阶段教师平均工资水平明显提高,相比东部和中部地区,直辖市地区和西部地区教师工资变化更为明显。教师工资的增加主要体现在奖金绩效的增加。制度实施后,教师津贴补贴的县际间差异加大,教师奖金绩效县际间差异减小,基本工资则基本保持不变。而非直辖市地区,直辖市地区内县际间奖金绩效差距缩小更明显。
From January 1,2009 the Merit Pay Policy for Compulsory Education Teachers was fully implemented in China.By using the national county level data from 2007- 2010 and fixed effect models,this paper examines the effect of the policy and draws the following conclusions: teachers' income have increased significantly after 2009; compared with the eastern and central regions,teachers' income in the municipalities and western regions increases more obviously; between the counties the discrepancy of subsidy has increased and bonus merit pay decreased but basic salary has almost unchanged; compared with non-municipalities regions,the discrepancy of bonus merit pay in the municipalities has decreased.
