“一带一路”背景下重庆长江上游航运中心建设战略分析

重庆处于丝绸之路和长江经济带的结合点,在“一带一路”战略中定位为长江上游综合交通枢纽,是国家确定的长江三大航运中心之一。航运中心的建设在国家区域发展和对外开放中具有重大的战略意义。本文从“一带一路”的战略背景出发,分析重庆长江上游航运中心建设的重要意义。基于中心建设现状和发展环境,利用SWOT分析法对重庆建设航运中心进行战略分析,研究建设的战略路径:重庆应依托长江黄金水道、“铁公水空”一体化交通体系、渝新欧铁路等资源优势,打造港口集群、构建多式联运体系、推进保税港区建设、提升港口集聚辐射能力,以加快推进重庆长江上游航运中心的建设。

英文摘要:

Chongqing is located at the Yangtze River economic belt of the silk road and the combining site, being orientated as the comprehensive transportation hub of the Yangtze River upper region under one belt one road strategy. It is one of the three largest shipping centers along the Yangtze River designated by the state. The construction of the shipping center will produce great strategic significance in the national regional development and opening to the outside world. From the strategic background of one belt one road, the significance of the upper Yangtze River shipping center construction of Chongqing is analyzed. Based on the center construction present situation and the development environment, the SWOT strategic analysis method is used to analyze the strategy to construct Chongqing shipping center. The strategy of the construction path is studied. Some suggestions are put for-ward. For example,Chongqing should rely on the Yangtze Rivers golden waterway, the railway, road and water integrated traffic system, and the advantage of Yuxinou railway, building port cluster, construct multimodal transport system, promote the con-struction of bonded port area and port agglomeration radiation ability of ascension, accelerate the construction of the Chongqing Yangtze River upper shipping center.
