With the acceleration of the popularization of higher education and the rapid large-scale development of industrial enter- prise, society needs mass of engineering talents who have profound theoretical knowledge and good engineering training. Foundation of high level regional engineering training center and establishing of model of cooperation of government, enterprise and university is re- quired by the new age. The goal and function of the center are brought forward. Basing on it, a layout for foundation of the center is ad- vanced. It is important to boost level of engineering training of engineering students with integrating resources of government, enter- prise, and university.
