社会保险经办组织是服务型政府的重要组成部分,是提供社会保障公共服务的主要载体。我国的社会保险经办组织从无到有,不断发展壮大的演变过程是一个和周围的环境不断相互作用、不断相互适应的过程。本文分析我国社会保险经办组织正面临内外环境的不断变化而面临挑战,随着经济、法律、政治、人口及科技环境的变化发展,社会保险经办组织应该实现从管理到治理的转变,推进社保行政主管部门与经办组织的“管办分离”;进一步规范社会保险经办组织名称和标识,明确划分各层级经办组织的职能;积极稳妥推进社会保险经办体系的“五险合一”的垂直管理组织架构变革。
The social insurance agency is the important part of the service government, and is the main carrier to provide the social security service. The social insurance management organization of our country grows out of nothing, and the evolving process is a process that is constantly interacting and adapting to the environment. This paper analyses our country social insurance handling organization is facing the changing internal and external environment and challenges, with the econom- ic, legal, political, population, technology and environment change and development. The social insurance agency organization should realize the transformation from management to governance, to promote the social security administration department and agency organization "governance and man- agement separation" ; further standardize the name and logo of social insurance organization with a clear division of functions at all levels of the agency organization ; we must actively and steadily push forward "five insurance integration" and vertical management organizational structure.
