目的了解山西省各级疾病预防控制机构(以下简称疾控机构)食品安全事故流行病学调查能力,为"十三五"期间能力建设提供科学依据。方法采用问卷调查和现场调研的方式,对山西省130所疾控机构进行调查。结果疾控机构仍处在新、旧调查机制的交接期,56.92%的市、县仍由卫生局牵头组织调查;个别市、县仍未组建流行性学调查队,仅有35.25%的调查员被卫生行政部门聘任,调查员工作经验不足,部分调查员专业背景、接受培训情况与要求不符;市、县两级机构物资储备不足,工作经费匮乏,食源性疾病致病因子检测能力不足。结论应进一步提高食源性疾病致病因子检测能力,加强食品安全事故流行病学调查队伍的建设,提高其"合规化",进一步加大经费支持力度。
Objective To understand the epidemiological investigation capability for food safety incidents by institutes of disease control and prevention(CDC) in Shanxi province and provide scientific basis for capacity of building in the CDCs during the 13th Five-Year Plan period. Methods The study was carried out by collecting survey information in 130 CDCs through self-administered questionnaire and field investigation. Results The investigation mechanism for food safety incidents was still in the transition period. The epidemiological investigations were led by the local administrative departments of public health in most municipal and county CDCs(56. 92% ). The epidemiological investigations teams were still not established in some municipal and county CDCs. And only 35.25% of the epidemiological investigators were appointed formally by the administrative departments of public health. The investigators didn't have enough work experience and some of them without speciality distribution and received training didn't meet the requirements. The materials and finacial funds for epidemiological investigation were not enough both in municipal and county CDCs. The the ability of laboratory detection of foodborne agents was relatively low in municipal and county CDCs. Conclusion The ability of laboratory detection of foodborne agents needs to be improved. It' s necessary to strengthen the team construction of epidemiological investigation teams of food safety incidents to make it more standardized. The government should enhance the financial support.
