Considering the pattern of land-use development in China has always been lagging be hind urban transport development, the TOD（Transit Oriented Development） pattern is introduced. Based on the overall travel efficiency of transit about the residents, the pattern of land-use is adjusted reasonably. It has established a public-oriented model of urban land-use optimizing involved mixed genetic algorithm to optimize the model. According to the statistics of Harbin in 2005, a comparative analysis shows that this model can achieve satisfying effect.
