“刘易斯转折点”状态与产业升级、就业转型密切相关。研究发现,受技术进步和制度性因素等影响,中国刘易斯意义上的转折点具有延迟性、模糊性和转移的不完全性特点。鉴于此,中国现阶段劳动力转移宜实行“业转战略”,即产业城乡间应从城市向村镇辐射转移,区域间应从东部向中西部梯度转移。人才资源是产业转型与农民就业转型的纽带,体能稀缺性、时效性和新兴产业发展壮大要求农民实现以人力资本投资为主导的就业转型。国家应推进产业协同技术创新和小城镇建设,引导产业梯度转移;发展农村社会服务业和农民终身职业教育,引导企业转变用工观念,促进农民就业转型。
The state of "Lewis turning point" is closely related to industrial upgrading and employment transformation. Researches show that China' s Lewis turning point has the characteristics of delay, fuzziness and incomplete transfer with the influence technical progress and institu- tional factors. In view of this, China' s labor transfer at present should implement the "industrial transfer strategy", which means to radioactively transfer industries from cities to rural areas, and from eastern China to western regions. Talent resource is the bond of industrial transformation and employment transformation of farmer. Physical scarcity and timeliness as well as the development of emerging industries require farmers to realize employment transformation dominated by human capital investment. China should push forward industrial cooperative technical innovation and small town construction to guide industrial gradient transfer; rural social service industry and farmer lifelong career education should be encouraged to guide enterprise change their employment concept and promote the employment transformation of farmers
