The housing problem is the biggest obstacle to urbanization of the new generation of migrant worK- ers. There is interactive association between human capital accumulation and living environment, and the integra- tion living of heterogeneous group produces evoked human capital investment. Solving the housing problem needs realizing the value exchange of migrant worker human capital for housing under the housing guarantee policy, public policy should aim at ascending human capital value creativity of urban migrant workers by way of fusion living and industry transformation, constructing the synergy mechanism among the industrial policy, housing policy and human capital investment policy.
