＂Water Rights Exchange＂ is the effective organizational form and body to develop and optimize our country＇s water rights markets. This article divides ＂Water Rights Exchange＂ into trans-rivers basin, basin interior of rivers and ordinary areas three types, found its＇ organizational system and put forward the rules about the transactions system, transactions process and supervising system. In the end, we give our suggestions and advises through four aspects as to the well-defined water rights and original distribution, water rights transferring guaranteed by the law and system, the supervising and regulating of the water rights transaetions and the building of the infrastructures.
