国家自然科学基金委员会（NSFC）在2008年提出了国际评估的设想,期望对其资助与管理绩效进行整体评估。尽管科学学与科技管理领域对资助绩效评估的研究较多,但对管理绩效的关注却远远不够。基于实地考察和深度访谈,从项目资助流程和组织管理要素两个维度对NSFC资助与管理现状和特点进行分析,并据此提出了关键评估议题。期望能为设计NSFC国际评估方案提供启示,也能为同类科学资助机构管理绩效评估提供借鉴。
英文摘要：
The National Natural Science Foundation of China （NSFC） proposed the international evaluation agenda in 2008 to celebrate its achievements and improve its funding and management performance, which gave birth to management performance evaluation of NSFC. By utilizing fieldwork and interview materials, the state of play of funding and management of NSFC is examined through the lens of project funding process and organizational management essentials. We also probe into the key evaluation issues concerned with, which supplies＇recommendations for the design and implementation of the international evaluation of NSFC in the future.
